ROLE OF THE STRUCTURAL SPECIALIST ON
US EMERGENCY TEAMS

Synopsis: The presentation will discuss how US rescue teams are formed for deployment to national and international emergency sites with a brief history of the Fairfax County USAR team. Structural engineers serve as structural specialists and their roles, responsibilities, qualifications, and training are an integral part of these teams. The presentation will include a summary of the recent operations during theHaiti earthquake. Questions from the audience are encouraged.
DVASE would like to support the Haiti recovery effort. As a group, DVASE will make a donation in Sean's honor to Clinton Bush Haiti Fund. Haiti Apartment Building Search - Day 5

About our Speaker: SEAN KENNEDY, P.E.

Sean Kennedy, PE, Regional Director of O'Donnell & Naccarato's Washington, DC office and long time member of the Fairfax County Urban Search and Rescue team was deployed to assist in the rescue effort in the wake of the most powerful earthquake to hit Haiti in 200 years.

The Fairfax County Urban Search and Rescue team was activated to immediately respond to this crisis by the U.S. Agency for International Development (USAID). 70 members of the team and six dogs specially trained to sniff out survivors left Dulles International Airport to join in the rescue efforts. The team traveled with 48 tons of rescue equipment, including listening devices, search cameras, jackhammers and medical supplies.

As a long time member of the team and a structural specialist, Mr. Kennedy has been deployed to past disasters including Hurricane Katrina,where he provided structural evaluations of many buildings ravaged by the flooding. For the Haiti deployment, Mr. Kennedy assisted in the search and rescue operations, and the movement of heavy rubble to reach people who may have been alive in crevices that are in voids from buildings that have collapsed.

Mr. Kennedy has a Bachelors of Architectural Engineering from Penn State University and a Masters of Engineering from the University of Virginia.
